Ministory of Electronics & Information Technology (MeitY) notified Compulsory Registration Scheme (CRS) in 2013, and it is mandatory for all manufacturers of electronics & IT products which falls under the categories mentioned below to get registration from Bureau of Indian Standard (BIS) before selling or importing them in India.

Safety Test Requirement

Testing of actual product samples shall be done in BIS accredited labs in India as per its relevant Indian Standard. Internationally certified report, such as CB test report, CANNOT substitute for the test in India. Test report will be valid upto 90 days after its issuing date (i.e., it has to be submitted to BIS before 90 days after its issuing date). Testing cost & number of samples varies depending on laboratories and type of products.

Major Types of Application
New Registration:

Applicant (= Factory) shall apply for registration of its product(s) with necessary documents along with safety test reports. Once BIS verifies the application, approval letter with a registration number shall be granted to the applicant. The registration number (or R-Number) shall be given as per Factory Location, Brand and Product Category.

Model Inclusion:

If an applicant would like to add (or include) another model(s), which is manufactured under the same brand, product category, and factory location, to its existing registration number, the applicant can apply for Model Inclusion. Once again, a test report which is issued by BIS-accredited lab in India is required to be submitted along with the application.

Renewal:

A registration is valid for two years from its original grant date. Applicant shall submit the renewal application from three months before its validity date. If the applicant fails to renew its registration, the registration will be cancelled.

Other applications:

Other than three major applications above, the registration-number holders shall be required to submit necessary application document to update BIS by stipulated timeline. Such applications includes change in CCL (Critical Component List), Change-over application against revisions of the relevant Indian Standard, change in applicant information etc.

Authorized Indian Representative:

It is mandatory for foreign manufacturers to appoint an Authorized Indian Representative(AIR) which is an entity located in India as per BIS guideline (Click here for more details).

Surveillance Requirement:

For the registered products, MeitY carries out surveillance test during validity period of a registration number. A registration-number holder shall be requested to submit samples of their product for surveillance test. In case any discrepancy from the original test report or in-compliance to the relevant standard is found during the surveillance, the registration-number holder shall be queried.
