In case you are planning to import and sell any devices whose wireless function operates under delicensed band or license-free band, (since it is “license-free band”, you don’t need a license, but still) you need Equipment Type Approval (ETA) Certificate from Wireless Planning Coordination (WPC) Wing under the Ministry of Communications and also Import License before you import the products.

ETA (Equipment Type Approval) Certificate

Any applicants (who has address in India) can apply for a Certificate with details of Equipment Name, Model No., Manufacturer Details, and Frequency Range. An ETA Certificate is issued by WPC’s regional offices and verifies technical aspect of the
product. An important point is that an ETA Certificate is issued per Model per Frequency. That is, if a device operates 5GHz-Wifi and
2GHz-Bluetooth, you need to apply separate ETA for each frequency..

Requirement of Radio Frequency Test Report:

To apply for ETA Certificate, the applicant shall submit RF Test report conforming to internationally accepted standard along with other documents.

Import License:

Since an ETA Certificate is only the clearance of the technical aspect of a device, in order to import the concerned product, an importer needs to apply import license to WPC. Import license shall be applied after an ETA Certificate is issued.
